Decision:

RESOLVED –

 

(i)        That Option 1, as detailed in Appendix 1 to report HCCS/120/14, be agreed, with the necessary funding being provided from existing cash limited budgets.

 

(ii)       That the Democratic Services Committee consider the alternative method of webcasting council meetings, as suggested, to ensure the Council has the most cost effective/secure system available.

Minutes:

The Lead Member for Governance, Corporate Support, Finance and Planning submitted a report (HCCS/120/14) updating Members on progress in implementing the system for webcasting council meetings and recommending that the required funding be established to continue webcasting beyond the end of the current contract in September 2015.

 

During discussion the following points were made

 

·                As part of the procurement exercise the need to investigate the possibility of live streaming meetings via You Tube, as operated by Monmouthshire Council, so that this Council could expand the range of meetings it broadcast to achieve greater transparency and visibility of all Council business at a lower cost.

·                Concerns about the costs in these times of austerity and the need to investigate all options to identify the most cost effective/beneficial system for this Council to be as self sufficient as possible.

·                Security issues needed to be considered as well as any costings.

·                The need to encompass all the benefits of the current system in relation to links provided by the current webcast system to Agenda/Reports.

·                Reference in the report to the Monday Planning Committee meant the first Planning Committee in a month. The possibility of broadcasting the Planning Committee which met following site visits was also raised.

 

An amendment was proposed and accepted by the Lead Member, that the Democratic Services Committee be asked to consider the alternative method of webcasting meetings, as suggested, to ensure the Council had the most cost effective/secure system available.

 

RESOLVED –
