Councillor John Pritchard  – Personal and Prejudicial – Application Code No. P/2017/0699, Kronospan being a sponsor of a recent Mayoral fundraising event. The Councillor withdrew from the meeting for this item taking no part in the discussion and voting thereon.

 

Councillor John McCusker  – Personal and Prejudicial – Application Code No. P/2017/0923, having pre-determined the application.  The Councillor withdrew from the meeting for this item taking no part in the discussion and voting thereon.

The Head of Environment and Planning submitted a report (HEP/05/18) for Members’ consideration of planning applications and attention was drawn to his Addendum Report where relevant.

Application Code No. P/2016/0668 – Outline application for removal of garage and store, erection of a new detached house together with a new garage to serve the existing cottage at The Cottage, Mill Lane, Horseman’s Green, Wrexham.

 

During consideration of the application, reference was made to the proposed highway improvements identified within the application documentation.  It was suggested that, if Members were minded to grant permission, in the interest of highway safety and to ensure that a satisfactory means of access was provided, these proposals be included within a planning condition.  This was agreed by the Committee.

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Head of Environment and Planning as set out in report HEP/05/18  with the following addition thereto:

 

Add Condition 10

All highway improvements identified within the application documentation to include the visibility splay at the point of access onto the public highway and widening and re-surfacing of the track serving the development from the public highway shall be fully implemented before the first occupation of the dwelling hereby permitted.

 

Reason: In the interests of highway safety and to provide a satisfactory means of access to the approved dwelling.

Application Code No. P/2017/0666 - Outline application for demolition of existing chapel, residential development (2 detached dwellings) and access arrangements at Salem Chapel, Bank Street, Ponciau, Wrexham.

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Head of Environment and Planning as set out in report HEP/05/18.

Application Code No. P/2017/0699 – Development of a log delivery and transfer system and building to house a replacement wood chipping and flaking system and demolition of existing debarking and chipping facilities at Kronospan Ltd., Holyhead Road, Chirk, Wrexham.

Mike McKenna (representing applicant) spoke in support of the application.

 

The adjoining Local Member (Councillor Frank Hemmings) welcomed the modified application and the reduction in the scale and height of the proposed flaker building. The refurbishment of the existing chipper would also result in a reduction in noise from the site.  He commented upon the cumulative effect of recent additional buildings on site, however, he acknowledged that the control and monitoring of dust and noise emission from the site were matters controlled under the Environmental  Permit.

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Head of Environment and Planning as set out in report HEP/05/18  together with the additional conditions contained within the Addendum Report.
