The Head of Environment and Planning submitted a report (HEP/06/2018) for Members’ consideration of planning applications and attention was drawn to his Addendum Report where relevant.

Application Code No. P/2017/0510 – Part conversion of Ground Floor and conversion of First and Second Floors to residential (5 apartments) including demolition of rear single-storey extension and erection of new two-storey extension to rear at 63 King Street, Wrexham.

 

The Local Member (Councillor Marc Jones) expressed concern on the lack of off-street car parking spaces and amenity area, especially when the bin storage area was introduced, for the proposed development.  In his opinion, this would have an adverse impact upon the viability and vitality of the existing retail and other commercial units within the surrounding area and he asked the Committee to refuse the application.

 

After hearing the views of Members, it was

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Head of Environment and Planning as set out in report HEP/06/18.

Application Code No. P/2017/0765 – Extensions and alterations to Wrexham Warehouse Project, 4 Oak Road, Wrexham Industrial Estate, Wrexham.

 

Stuart Hatherall (agent) spoke in support of the application.

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Head of Environment and Planning as set out in report HEP/06/18.

Application Code No. P/2017/0887 – Erection of stable building, change of use of agricultural land to form horse manege with associate access track, parking and hardstanding area (partly in retrospect) at Little Dongray Farm, Dongray Lane, Bangor-on-Dee, Wrexham. 

 

Correction to report: Page 30 Condition 6 - delete wording “or the siting of energy and” from the condition.

 

The Planning Control Manager further recommended that in the interests of the wider visual amenities of the area, a condition be included to prohibit external lighting of the manege.

 

During consideration of the application a Member suggested that, if the Committee was minded to grant permission, in the interest of highway safety, a condition be included to provide for the access to be surfaced with hard bound materials for a minimum distance of 10 metres behind the adjoining highway.  This was agreed by the Committee.

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Head of Environment and Planning as set out in report HEP/06/18 together with the following additions thereto:

 

Amend Condition 6

Delete wording “or the siting of energy and” from the condition.

 

Add Conditions

8.         There shall be no external lighting illuminating the manege hereby permitted.

            Reason: In the interests of the wider visual amenities of the area.

9.         Prior to the first use of the manege, the access shall be surfaced with hard bound materials (e.g. bituminous macadam) for a minimum distance of 10 metres behind the adjoining highway.     

            Reason: To ensure that no deleterious material is carried onto the highway, in the interests of highway safety.
