Agenda Item 4 - Development Control Applications

 

Councillor Bryan Apsley  – Personal and Prejudicial – Application Code No. P/2017/0314 – being the Secretary of Llay British Legion.  The Councillor, in his role as one of the Local Members, made representations pursuant to Part 3, Section 14(2) of the Wrexham County Borough Council Code of Conduct for Members, indicating his objection to the proposed development, then withdrew from the meeting, taking no part in the discussion and voting thereon.

 

Councillor Marc Jones – Personal and Prejudicial – Application Code No. P/2017/0799 – being an investor in the Anaerobic Digester which will deal with the waste from the chicken farm.  The Councillor withdrew from the meeting for this item taking no part in the discussion and voting thereon.

 

Councillor Adrienne Jeorrett – Personal and Prejudicial – Application Code No. P/2018/0415 – as she knew the objector and had discussed the case with them.   The Councillor withdrew from the meeting for this item taking no part in the discussion and voting thereon.

The Head of Environment and Planning submitted a report (HEP/07/18) for Members’ consideration of planning applications and attention was drawn to his Addendum Report where relevant.

Application Code No. P/2017/0623 - Change of use and conversion of barns to 13 residential units, including part demolition, access and parking arrangements at Broad Oak Farm, Llyndir Lane, Rossett, Wrexham

 

Mr S Trowbridge (applicant) spoke in support of the application.

 

RESOLVED – That a SITE VISIT be arranged for Members of the Committee to view the application site prior to determination of the application by the Committee.

 

Reason for Visit:   To consider the condition of the buildings on site and the impact of the proposed development on the local highway infrastructure.

Application Code No. P/2017/0799 - Proposed intensive poultry installation and all associated works on land at Mulsford Farm, Sarn, Malpas, Wrexham (Application Code No. P/2017/0799).

Reason for Visit:  To consider the impact of the proposed development on the Special Landscape Area and on the local highway infrastructure.

Application Code No. P/2018/0287 – Application for consent to display illuminated and non-illuminated advertisements at Co-operative Food, Holyhead Road, Chirk, Wrexham.

 

The Local Member (Councillor Frank Hemmings) expressed concern that the proposed siting of the totem sign, being close to the roadside, could impede the visibility for cars and delivery vehicles exiting the car park.

 

During discussion, it was suggested that further consideration of the application be deferred to allow the applicant and the Head of Environment and Planning time to consider an alternative location for the totem sign farther from the road to avoid any encroachment into the visibility splay.  This was agreed by the Committee.

 

RESOLVED – That consideration of the application be DEFERRED to allow the applicant time to have further discussions with the Head of Environment and Planning on an alternative location for the totem sign so that the application could be considered by the Committee on the basis of the fullest information possible.
