RESOLVED – That the Minutes of the Meeting held on 6 September 2018 be signed as a correct record.
To consider the report of the Monitoring Officer.
The Head of Corporate and Customer Services/Monitoring Officer submitted a report (HCCS/65/18) to highlight the training given to Members relating to the Code of Conduct focusing on Relations with Officers and Social Media.
The Monitoring Officer presented the report and provided a detailed presentation which highlighted the following:
· Governance Framework
· Principles of Public Life
· Complying with the Code of Conduct
· Dealing with Officers and the Code
· Protocol on Member/Officer relations
· Access of information and council documents
· When is information confidential
· Complaints about breaches
· Public Services Ombudsman for Wales referral
· PSOW referral
· Further example regarding failure to show respect and consideration
· Use of Social Media
· PSOW Referral
· Social media – useful information
A debate ensued regarding the use of social media, and whilst it was acknowledged that some users added a disclaimer to their profile stating that their views were their own, Members were reminded that whenever comments were posted, they were in the public domain and in written format.
RESOLVED - That the contents of the training for Members be noted.
Reason for decision
To inform the Standards Committee of the training provided to Members.
To consider the report of the Monitoring Officer
The Monitoring Officer submitted a report (HCCS/64/18) asking Members to review the operation of the Local Resolution Protocol and procedure adopted in September 2013.
The Monitoring Officer advised that in general, Members felt that the protocol was there to be used whenever the situation merited it, and that the purpose of it was to try and diffuse situations that could have otherwise developed.
RESOLVED – That the protocol be noted.

To inform the Standards Committee of the operation of the Members’ Self- Regulatory Protocol and procedure since its adoption in September 2013.
