To consider the report of the Head of Finance

The Head of Finance submitted a report (HF/09/19s) to assist Members in agreeing a list of potential scrutiny topic areas for the next 12 months and possibly longer term.


In introducing the report the Scrutiny Facilitator drew particular attention to paragraph 4, which highlighted the changes made to the Work Programme arising from the last meeting.


A topic request from on ‘Waste Reduction and Recycling Initiatives in Wrexham’ was tabled at the meeting.  Members agreed that this request be approved and considered at the April 2019 meeting.  A Member further requested that this report include statistics on the recycling of plastic material, in light of new guidance recently issued by Welsh Government.


AGREED – That, subject to the aforementioned, the work programme as attached to the report (HF/09/19s) be agreed.

To consider the report of the Lead Member for Place – Environment and Transport

The Lead Member for Place – Environment and Transport submitted a report (HEP/05/19S) allowing Members to consider the draft Rights of Way Improvement Plan (ROWIP) following the statutory public consultation.


In introducing the report, the Parks, Countryside and Rights of Way Manager advised that the new Plan laid out how the Council would deliver improvements to the rights of way network and how it would continue to improve the management of rights of way over the next ten years.


During discussion, the following issues were highlighted, in particular:


·         The predecessor plan had been successful in delivering improvements in rights of way provision.

·         The new plan reflected the current times of austerity including budget cuts within the Council and reduced funding from Welsh Government.

·         Whilst the Council had a statutory duty as the Highway Authority to maintain the rights of way system, support from Community Councils through, for example, volunteer groups and the seeking of funding, was welcomed.

·         Although there were fewer resources available work would still be undertaken to improve rights of way.  The major impact would be that the rate of improvement will lessen in comparison with the previous plan.

·         Historic claims for pre-1949 rights of way were addressed and worked through as required.


AGREED – The Committee recommends the adoption of the Wrexham

Public Rights of Way Improvement Plan by the Executive Board.


Any other items which the Chair decides are urgent


Wrexham Tenant Member Partnership


The Chair was of the opinion that this item of business should be dealt with as a matter of urgency by reason of the fact that it would be unnecessarily delayed if held over to the next planned meeting of the Homes and Environment Scrutiny Committee.


A query was raised as to why there had been no recent meetings of the Wrexham Tenant Member Partnership.


AGREED – The Scrutiny Facilitator to inquire and respond accordingly.
