Safeguarding, Communities and Wellbeing Scrutiny Committee/Crime and Disorder Scrutiny Committee

Purpose of committee

The Safeguarding, Communities and Well-being Scrutiny Committee also acts as the Crime and Disorder Scrutiny Committee as defined in Section 19 and 20 of the Police and Justice Act 2006.

 

Terms of Reference:

“To ensure that the people of Wrexham feel safe and secure with sustainable, attractive settlements, neighbourhoods, buildings and spaces.  To ensure that vulnerable children and adults are safeguarded and have good health and well-being.

 

To fulfil the function of the Crime & Disorder Scrutiny Committee in accordance with section 19(1) of the Police and Justice Act 2006.”

 

Priority 2 of Council Theme of ‘People’ - Children & Young People are Safeguarded

Council Plan measures:

  • Percentage of children and young people involved with children’s social care services who report they feel safe at home and at school (new indicator being developed 2013/14 as reported in Backward Facing Council Plan in October 2013)
  • % of initial assessments that were completed during the year where there is evidence that the child has been seen by a social worker
  • % of reviews of Looked After Children (LAC), children on Child Protection Register and Children In Need (CIN) in line with statutory timetable

 

Priority 3 of Council Theme of ‘People’ - People feel and are safe and secure

Council Plan measures:

  • No. of recorded crimes per 1000 residents
  • % of respondents to the North Wales Police confidence survey who consider that crime is being dealt with by the Police and the Council
  • Percentage of People’s Voice respondents stating that they feel very or fairly safe in Wrexham County Borough in the day

 

Priority 4 of Council Theme of ‘People’ - All People are enabled to make healthy choices

Council Plan measures:

  • Percentage of Wrexham Adults who are overweight or obese
  • Percentage of reception year children who are overweight or obese
  • Average premises risk assessment rating for underage sale of alcohol

 

Priority 5 of Council Theme of ‘People’ - All vulnerable older people are safe, and have optimal health, independence and well-being

Council Plan measures:

  • Older people supported by the Adult Social Care and Housing Departments who experience an improvement in their quality of life (indicator to be replaced during 2013/14 as reported in the Backward Facing Council Plan in October 2013)
  • The extent to which the help received from Adult Social Care meets the needs of the Carer (from the perspective of the Carer)
  • The average waiting time for occupational therapy assessment (in weeks)
  • The number of delayed transfers of care per annum
  • The number of enhanced telecare packages provided
  • The average number of calendar days taken to deliver a Disabled Facilities Grant

 

Priority 3of Council Theme of ‘Place’Sustainable and attractive communities with a strong sense of cultural identity

Council Plan Measures:

·         Increase in percentage of people who feel that they belong to:

            i) Their neighbourhood

            ii) Their local area

            iii) Wrexham County Borough

  • Increased percentage of people who feel that their local area is a place where people from different backgrounds can get on well.
  • Increased percentage of new residential development that achieves Code 4 under the ‘Code for Sustainable Homes’ and ‘Excellent’ under the BREEAM Standard.

·         Percentage of people satisfied that the design of new development preserves or enhances a local sense of identity
