The Chair introduced the application to all those present.

 

Andrew Bailey (representing Resident’s Group) spoke against the application.

Justin Paul (Agent) spoke in support of the application.

 

The Planning Control Lead explained in depth the proposal to Members of the Committee and spoke about the three key considerations:

·         Policy

·         Design and layout

·         Highways

 

The adjoining Local Members (Councillor Andrew Atkinson) spoke about his objection to the application and also informed the Committee that Gresford Community Council were against the application..

 

Adjoining Local Members (Councillors Hugh Jones) commented on the impact that this development would have on Rossett and Llay. Reference was made to the possible closure of Gresford GP Surgery and concerns about the impact that the development may have on healthcare in the area, and referring specifically to the Wellbeing of Future Generation (Wales) Act 2015.

 

During consideration of the application several Members indicated their objection to the application, as in their opinion, the capacity of the local infrastructure, specifically highways and health care was inadequate to cater for the additional demand arising from the proposed development. Concerns were also raised in relation to pedestrian safety and the loss of hedgerows. Therefore they recommended that the application be refused. This was agreed by the Committee.

 

RESOLVED - That permission be REFUSED.

 

Reasons

 

1.    The site lies outside of the settlement limit, within a Green Barrier and Special Landscape Area.  The proposed development therefore conflicts with policies PS1, PS2,EC1,  EC5 and H5 of the adopted Wrexham Unitary Development Plan.

 

2.    Due to the lack of continuous pedestrian footway provision along Vicarage Lane and the increase vehicular and pedestrian traffic that will be generated by the development the proposals will be detrimental to pedestrian safety and therefore conflict with Wrexham Unitary Development policy GDP1(d) and Welsh Government TAN 18. The Council also consider it to be consistent with the recent appeal decision at Pont Adam Ruabon Ref APP/H6955/A/14/2229577.

The Planning Control Manager explained the proposal to the Members of the Committee. The only objection received was from the Society for Protection of Ancient Buildings. The Conservation Officer had visited the site and had no objections.

 

The Local Member (Councillor John Pritchard) confirmed that he had no objection to the application as the building would benefit from the improvements.

The Planning Control Manager explained the proposal to the Members of the Committee. He made reference to the fact that following a visit by a Planning Enforcement Officer and Public Protection Officer it had become apparent that the property was being used as a House of Multiple Occupation (HMO).

The Planning Control Manager asked Committee Members to consider the application for the extension and advised that the matter in relation to the HMO would be dealt with as a separate matter.

 

The local member (Councillor Barrie Warburton) spoke about the application and expressed his concerns in relation to the suspected use of the property as a House of Multiple Occupation.

 

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning and Regulatory as set out in report COPR/13/19.
