The applicant’s representative spoke in favour of the application.

 

The Development Control Officer gave a detailed outline of the applications which formed part of an overall package submitted by the University. The Officer confirmed that each application was considered on its own merit.  It was noted that a proposal to make improvements to the Crispin Lane junction would be reintroduced should the application be granted.

 

The Local Member (Cllr Marc Jones) raised a number of concerns including the scale of the development relating to the nine applications submitted by the applicant, the funding of the development together with the traffic, parking and sustainability implications.

 

A discussion ensued with adjoining Ward Members and other Councillors raising  concerns in relation to traffic and parking issues as well as concerns about public transport.

 

RESOLVED: That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning & Regulatory as set out in report COPR/12/19.

Furthermore, other Members collectively highlighted the potential traffic and parking issues including parking bays for disabled and the location of the layby. They were also concerned about the  visual impact of the design.

A local resident spoke against the application.

 

The Local Member (Councillor Mike Davies) raised concerns about the potential loss of a sports field  and local recreation ground and concerns in relation to highways.

 

Committee Members raised concern about the deficit of open space in the area and highways issues.

 

RESOLVED – That permission be REFUSED.

 

Reasons

The proposed development would result in the loss of a playing field in an area deficient of such provision. As no alternative provision of equivalent community benefit is made available, its loss would be detrimental to the amenity offered to the community, contrary to Wrexham Unitary Development Plan policy CLF4 and Welsh Government TAN 16

 

The Council consider that the additional traffic generated from the proposed development will have an adverse impact upon the Greyhound public house roundabout on Holt road, which already operates beyond its design capacity. To allow the development would be contrary to Wrexham Unitary Development Plan policy GDP1 (d).

Reasons

 

The Council consider that the additional traffic generation from the proposed development will cause a significant detrimental impact upon the local highway network. This will result in significant queuing issues at the Gatewen road B5433 junction with Berse road ( B5101 ) and Berse road (N) B5101/ Rhyd Broughton Lane/ Berse road (W) roundabout during AM and PM peak hour movements. To allow the development would be contrary to Wrexham Unitary Development Plan policy GDP1 (d)

 

The proposed development lies outside defined settlement limits and represents inappropriate development for sites within Green Barriers.
