The Chief Officer Planning & Regulatory submitted a report in respect of the above mentioned application and the Planning Control Manager explained the proposal to Members of the Committee.

 

During consideration of the application, Members highlighted concerns in respect to the pigeon droppings and questioned  whether a condition could be applied in relation to the birds.

 

In response the Officer stated that it would not have an adverse effect on the adjoining property.  However, should the situation deteriorate  then Public Protection could take necessary action through the statutory nuisance process. 

 

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning and Regulatory as set out in report  (COPR/11/19).

The Chief Officer Planning & Regulatory submitted a report in respect of the above mentioned application and the Planning Control Manager explained the proposal to Members of the Committee.

 

During consideration of the application the following points were highlighted:

 

·         The age of the pupils who could walk to the premises from the public highway rather than being dropped outside the property by vehicle.

·         Issues were raised in respect to the impact for local residents.  In particular, the usage of the shared private drive.

·         Reference was made to correspondence received in relation to the application.

·         Concern was expressed relating to adequate access for emergency services.

·         Suggestion that neighbouring properties could experience light intrusion due to vehicles turning around.

RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning and Regulatory as set out in report  (COPR/11/19) together with the following conditions:

6.         All students/pupils shall be dropped off and picked up from the adopted public highway on Arley Road. 

 

7.         The use as permitted shall cease and be abandoned before 30 June 2020. 

 

Reasons

 

1.         To reduce congestion and disturbance to nearby neighbouring dwellings served from the private drive.

2.         To monitor the impact of the use upon neighbouring residential amenity.
