The Monitoring Officer submitted a report (HCCS/16/19) asking Members to review the Code of Conduct for Members and Confidential Reporting Procedure.

 

The Deputy Monitoring Officer presented the report and advised that this was a review of the procedure which was introduced in March 2016 to add clarity to members about raising concerns and complaints relating to Council services and/or officers. 

 

RESOLVED – That the report be noted.

To review the Confidential Reporting Procedure for Members adopted in March 2016.

To consider the report of the Deputy Monitoring Officer

Minutes:

The Deputy Monitoring Officer submitted a report (HCCS/15/19) to enable the Committee to consider the process for the recruitment of a new independent member on the Standards Committee.

 

It was noted that prior to a Member sitting on a Selection Panel, the Council required them to have undergone interview training.  It was agreed that a training session be arranged immediately prior to the next meeting of the Committee, at 1.00pm, on 6 June to which all Members of the Committee would be invited.

 

It was noted that advertising would take place in June, followed by interviews in July, to enable a report to be presented to the Council Meeting in September recommending a new member for the Committee.

 

RESOLVED -

 

(i)           That the report be noted and the suggested recruitment process endorsed.

 

(ii)          That the specific membership of the Selection Panel for the current recruitment process comprise of the following:

             

              Mr Graham Binnie, Lay Panel Member

              Community Councillor Geoff Edwards

              Independent member, Ms Julie Adams

              Independent member, Mrs Sandra Hunt

Councillor I David Bithell, MBE

To ensure the Standards Committee is constituted in accordance with the Council’s Constitution.

Public Services Ombudsman for Wales - Code of Conduct Casebook pdf icon PDF 76 KB

The Monitoring Officer submitted a report (HCCS/13/19) asking Members to consider the recent decisions of the Public Services Ombudsman for Wales (PSOW) published in the Code of Conduct Casebook.

           

The Deputy Monitoring Officer drew Members attention to a case regarding Llay Community Council when it was alleged that a member had been disrespectful and there had been a disclosure of confidential information.  The Ombudsman found that whilst the member did disclose information during the meeting it wasn’t confidential.  He was concerned about the comments made and felt they weren’t appropriate or necessary.

 

The Deputy Monitoring Officer referred to a second case where a Councillor had been particularly offensive.  Whilst the Councillor didn’t believe they were in the wrong, the Ombudsman had concerns with the way in which he had behaved.

 

It was suggested that some recent casebook decisions be highlighted to Councillors to alert them.  It was also noted that casebook decisions would be included as part of the Code of Conduct training provided by the Monitoring Officer.

 

RESOLVED – That the decisions reported in the Code of Conduct Casebook be noted.
